Executive Order 11246 requires federal contractors to take affirmative action to employ and advance in employment individuals across race, color, religion, sex, and national origin categories, and the job posting dimension of that affirmative action obligation includes outreach to minority professional associations, women’s professional networks, and historically Black colleges and universities where workforce analysis identifies underrepresentation in specific job groups. The outreach recruiting rule under Executive Order 11246 requires that good faith efforts to recruit from underrepresented minority and women candidate populations be documented as part of the affirmative action program activity record that investigators evaluate during formal compliance reviews.

The Non-Discrimination Recruiting Rule
