OFCCP Job Posting to DCNetworks
DCNetworks is the District of Columbia system that the DC Department of Employment Services uses for its Job Bank, and employers must register there to post jobs. For federal contractors, a DCNetworks job order is how an opening located in the District gets listed with the state employment service under VEVRAA. The rule follows the job location, so a District opening goes to DCNetworks, an opening in Arlington or Reston goes to the Virginia system, and an opening in Bethesda or Columbia goes to the Maryland system.
With so many contractors hiring across DC, Maryland, and Virginia at once, getting each opening to the right system is the hard part. A recruiter posting a dozen regional jobs in one afternoon can send them to the wrong place, or to none. Manual entries are often the first step to slip when contract awards and recompetes bring a burst of new openings. Each missed listing leaves a gap in your compliance record, and OFCCP can find that gap when it compares your listings with all openings at the establishment.
dstribute connects to the ATS your team already uses, including Workday, iCIMS, and Greenhouse. When a District opening is published, dstribute reads the job location, sends the listing to DCNetworks, and keeps a dated record of the listing, its position, and its destination system for your audit file. Recruiters post once, and the routing follows the worksite. Fill in the form to tell us your ATS and your monthly posting volume, and we will show you how it works for your team.

Meeting the VEVRAA Listing Rule in the District
VEVRAA requires covered federal contractors and subcontractors to list employment openings with the employment service delivery system that serves each job location. For jobs located in the District of Columbia, that means the DC Job Bank on DCNetworks. The District is home to a dense community of federal contractors, and many of them run offices on both sides of the DC line. This page explains how DCNetworks works for employers, how the listing rule applies in a three-jurisdiction labor market, and how dstribute handles the routing and the records.
How the DC Job Bank Works
The DC Department of Employment Services, known as DOES, describes its Job Bank as a component of the city’s DC Networks system, a computerized labor exchange that matches employers with job seekers. DOES states that any employer, local or national, can use the Job Bank to place job orders and search for applicants by skill set or position. All employers must be registered in DCNetworks.org to post jobs or use recruitment services. A Job Bank Unit at DOES offers guidance, training, and technical assistance to employers using the system.
One Metro Area, Three Listing Systems
Many contractors recruit for the Washington region as one market, yet the listing rule follows the job location. An opening at a District office goes to DCNetworks. An opening in Arlington or Reston goes to the Virginia system, and an opening in Bethesda or Columbia goes to the Maryland system. A recruiter posting a dozen regional jobs in one afternoon can easily send all of them to the wrong place, or to none. dstribute reads the location of each job in your ATS and routes the listing to the correct jurisdiction automatically. See our pages on Virginia Workforce Connection and Maryland Workforce Exchange for the neighboring systems.
Which District Openings Need a Listing
The VEVRAA listing requirement covers all employment openings except executive and senior management roles, positions filled from within, and positions lasting three days or less. In the District, that often includes administrative, analyst, program support, and facilities roles that sit alongside the core contract team. Contractors who list only cleared or technical roles leave a gap that OFCCP can find when it compares listings with all openings at the establishment.
List at the Same Time as Your Other Channels
The state listing should happen no later than the job reaches any other recruiting source, such as your careers page or a commercial job board. Contract awards and recompetes in the Washington market often trigger a burst of openings in a short window, and manual DCNetworks entries are the first step to slip. dstribute starts the DCNetworks listing from the same ATS event that publishes the job, so the state listing keeps pace with your hiring.
Records for an OFCCP Compliance Evaluation
OFCCP can ask a contractor to show that its openings were listed with the state employment service. For a regional contractor, the record must also show that each opening went to the correct jurisdiction. dstribute captures each listing with its position, location, destination system, and date. Our audit support recordkeeping keeps District, Maryland, and Virginia listings in one history, so your team can answer a request for any establishment.
Compliance Language and Outreach Across the Region
The DCNetworks listing is one part of OFCCP job posting compliance. Contractors also need EEO, VEVRAA, and Section 503 language that stays consistent across channels and documented outreach to protected veterans and individuals with disabilities. dstribute applies your approved language to each posting and sends jobs to veteran and disability focused channels at the same time as the state listing. Priority Referral for Protected Veterans: How State Job Listings Work
Every covered federal contractor that lists a job with a state workforce system is doing more than filling a box on a compliance form. It is asking the state to send protected veterans to the front of the referral line for that job. That request is called priority referral, and it sits at the center […]
